- Electric Weapons drain on active banners
- Changed:
- Meter drain value now based off of base damage instead of a flat amount on hit.
- This applies to: Banner Soldiers, Quick-Shielder and Rager. With this change higher damage will drain more. 100 damage of electric drains about half of what it did previously on hit. If humans wants to stop a banner soldier they have to mass counter it and not just use a single shortcircuint M1 engineer to drain a banner fully anymore.

- Swirling rockets spawn 0.1 seconds after firing.
- This makes it so that you can stand behind the payload cart and push without hitting yourself
- Reduced orbiting rocket count from 9 to 7
- Increased orboting speed from 250 to 500 HU
- Swirling rockets spawn 0.1 seconds after firing.

- This robot has always been underwhelming and underplayed, with this change he is more of a disurptor, so we will see how this feels to play with and against and iterate more on this robots identity further in the future

This is to make it so robots that are dependant on certain taunts don't get shafted during the halloween season, which makes TF2 worse anyway.
